Drill Press Motor Just Hums

Im not aware of anything that i did to change this since it just sits in the garage between uses. What type of troubleshooting could i do with a vom or taking motor cap of and visually. I am a bit ignorant on electric motors so any help would be.

I was given a small made in china drill press.
